Dr. Hogue is a 2001 graduate of Mohawk High School, Bessemer, PA. Following graduation from Mohawk, Dr. Hogue attended Slippery Rock University, where he was the recipient of a Mathematics Education Scholarship from the National Science Foundation, and graduated Summa Cum Laude in December 2004. His Pennsylvania teaching certifications include Elementary Education, Middle School Mathematics, and Secondary Mathematics.
Dr. Hogue was hired by West Middlesex High School (WMHS) and quickly assumed a leadership role as Chairman of the High School’s Mathematics Department for over nine years. At WMHS, he taught Junior High School Mathematics remediation courses, Finance, Academic Algebra I, Advanced Algebra II, Statistics, and Calculus. He concurrently was an Adjunct Instructor through the University of Pittsburgh. During his tenure at WMHS, Dr. Hogue also developed the mathematics curriculum, served as Advisor and Co-Advisor, respectively, to both the School’s National Honor Society and Students for Charity, and acted as a Faculty Representative on the Scholarship Committee.
Dr. Hogue obtained his principal certification from the California University of Pennsylvania and his superintendent letter of eligibility from Westminster College. As a scholar and recipient of the Degree of doctor of Philosophy from Kent State University, Dr. Hogue’s academic focus is on research Methodologies and reform-based Mathematics and Statistics Instruction.
Starting in 2013, Dr. Hogue served as a High School Principal and Director of Secondary Curriculum and Instruction at Greenville High School (GHS), Greenville, PA. During this time, academic programming flourished, and GHS’s institutional and academic growth reached an all-time high. During his term as Principal, Dr. Hogue was named one of four members of the University of Pittsburgh’s College in High School (CHS) Administrative Advisory Board, where he remains active to date. In this role, Dr. Hogue seeks to advance CHS articulations to involve other subject areas within the College of Arts and Sciences while promoting the higher education benefits of the program.
Under Dr. Hogue’s leadership, Greenville High School was nominated and presented with the highest honor issued to a school, the National Blue Ribbon School Award (2017). During the year of presentation, there were 130,000 eligible schools – GHS was only one (1) of 50 High Schools to receive this prestigious accolade. In his administrative role at GHS, Dr. Hogue received numerous competitive grants, including an extensive project through the United States Department of State and the Actuarial Foundation of America.
Currently, Dr. Hogue serves as a tenured associate professor at the Slippery Rock University (SRU). As a member of the SRU Graduate Faculty, Dr. Hogue teaches coursework in Educational Leadership, Statistics, Quantitative & Qualitative Research Methods, Assessment, and Mathematics & Science Education. As a researcher, Dr. Hogue has been published in numerous academic journals, such as the International Journal of Mathematical Education in Science and Technology, E-Learning and Digital Media, Journal of STEM Education: Innovations and Research, Ohio Journal of School Mathematics, and The Pennsylvania Administrator.
Dr. Eshelman is a dedicated educator, leader, and advocate who is committed to transforming education and empowering students across diverse communities. In her role as the Chief Academic Officer and Head Teacher at William Penn Academy, she focuses on driving academic excellence and creating an engaging and inclusive learning environment. She is responsible for shaping the School’s educational vision and strategy, overseeing curriculum development and instructional practices, and ensuring that policies align with the School’s goals. Dr. Eshelman’s innovative approach emphasizes critical thinking, creativity, and collaboration to prepare students for success.
In addition to her role at William Penn Academy, Dr. Eshelman serves as an Adjunct Professor of Education at Liberty University, where she shares her expertise and passion for preparing educators to make a positive impact in the classroom and beyond. She is a distinguished Researcher, Publisher, and Software Designer specializing in Educational Technology. She also founded Little Linguists, an immersive language learning program, and served as a Global Language Teacher at Penn Christian Academy, inspiring students to embrace linguistic diversity and global citizenship.
Dr. Eshelman’s commitment to education extends beyond her professional roles. She serves as a School Board Director for the Franklin Regional School District and holds leadership positions at the Pennsylvania School Board Association (PSBA) and the Westmoreland Intermediate Unit (WIU). She mentors in the STEM Stars program, empowering Middle School girls in STEM fields, and shares her insights on technology integration, self-regulated learning, and supporting homeless students through speaking engagements.

Mr. Anderson is an experienced educational leader currently serving as the Principal of William Penn Academy. With a robust background in both administrative and instructional roles, Mr. Anderson is committed to fostering a collaborative team approach. Mr. Anderson earned his Master of Education, Principal Certificate, and Letter of Eligibility from Westminster College in 2007, following a Bachelor of Arts in Education from Marietta College in 1994, where he specialized in Learning Disabilities and minored in Psychology. Additionally, Mr. Anderson holds a Bachelor of Arts in Management from Marietta College, obtained in 1989 with a major in Recreational Management.
Throughout his career, Mr. Anderson has held various leadership positions. He served as George Junior Principal from 2010 to 2022 and was the Interim Superintendent for the Grove City Area School District from 2012 to 2013, where he worked on budget, policy, transportation, construction, technology, curriculum, personnel, maintenance, and daily operations. As Middle School Principal at Grove City Middle School from 2003 to 2010, Mr. Anderson oversaw operations for Grades 7 – 8. Prior to that, he was Assistant Principal at Grove City High School from 1999 to 2003, focusing on special education and discipline for Grades 9 – 12. Mr. Anderson also served as Athletic Director at Grove City High School from 1997 to 1999, managing scheduling, hiring, and representation of interscholastic sports for Grades 7 – 12.
Mr. Anderson’s professional strengths include excellent verbal and written communication skills, strong organizational and multitasking abilities, comprehensive knowledge of school administration activities, a positive attitude, and the ability to work under pressure. He possesses an in-depth understanding of educational trends, practices, and legislation, with a solid work ethic and a knack for common-sense decision-making. His diverse background includes multiple roles within a school district, making him a well-rounded leader.
Mr. Anderson has several notable highlights in his career, such as being trained as an A.L.I.C.E. Instructor, facilitating two building construction projects, and being well-versed in the Teacher Effectiveness Model. He has observed and evaluated over 60 teachers annually, served on the Middle States Committee, and acted as District Assessment Coordinator. He has experience developing master schedules and serving as building LEA at the High School, Middle School, and GJR levels. Additionally, Mr. Anderson has been a SAP Team Leader and District Safety Coordinator. His comprehensive experience and dedication to education make him an invaluable asset to William Penn Academy.
Mr. Anderson is a father of three adult children and resides with his wife in Grove City, PA.
Raquel McDonald is a native of Syracuse, NY and graduated from Bishop Grimes Junior/Senior High School in 2019. After graduation, Raquel attended Thiel College (TC) with majors in psychology, criminal justice, and sociology and a minor in Spanish. During her time at Thiel, Raquel played multiple sports, competing at the collegiate level in volleyball, golf, and track and field. She received multiple awards, such as Academic All-District for 3 separate times and Academic All-American. She also represented Thiel as Student of the Month in March of 2022 and the PAC Scholar Athlete in 2023. Raquel graduated as one of her class’ valedictorians in May of 2023 with Summa Cum Laude and received the Dean’s Key.
Immediately following graduation, Raquel was hired by George Junior Republic and worked as a direct-care staff member for troubled youth. After several months, Raquel moved careers to become a teacher at Kennedy Catholic Middle/High School (KC). While at KC, she served as a Spanish teacher for all grade levels. Raquel also spent much of her time chaperoning field trips, serving as an advisor for the freshman class, the National Junior Honor Society, and the National Honor Society. Currently, Raquel is pursuing her Masters in Special Education at Slippery Rock University.
At William Penn Academy, Raquel serves in a variety of roles, including the lead contact of the WPA front office, Assistant to the Superintendent, Director of Student Services, and adjunct instructor.
In her free time, Raquel continues her passion for athletics through coaching. Currently, she is the Assistant Coach to the Women’s Volleyball Team at her alma mater, Thiel College. Raquel also assists in a volunteer capacity with the Thiel Men’s Volleyball Team and the local Greenville High School Volleyball Team. During the course of her busy schedules, she works and/or attends local football, volleyball, baseball, and basketball games and track meets. Raquel has vigorous enthusiasm for athletics and academics and loves supporting the local youth in their endeavors.
